I don't get it. Why does California have a fund for victims of a terrorist attack that happened on the other side of the country eleven years ago?

Yeah, I don't know why this is so delicately phrased as "dipped into" and so on. It is technically theft. Taking money that exists for a specific cause and using it for another cause without permission is theft, and in the private sector it is prosecuted as such. Think of all those cases of little blue haired ladies who embezzle money from their company or their garden club and donate it to their church. They don't get a pat on the head and an admonishing to not do it again.
There is a bit of a discrepancy about the money though. There are several plate funds, and the total of all of them is about $250 million. The amount in this particular fund was only $15 million, and it was specifically created to provide scholarships to children of people killed in 9/11.
HERE is the most shocking part: only $20,000 of the $15 million collected has been distributed in scholarships. Apparently dozens of people who were eligible for the scholarships were unaware of the program, and the program closed to new applicants in 2005.
So, the Govs felt safe in hitting up that stash - knowing there was little to no oversight over the funds, and knowing about how much they would really need in the coming years. After all - there can't be too many more years left before the few recipients are past school/college age.

They've tried to suck money out of PERS (The state retirement system) several times, and every time the court has to explain (using small words and speaking slowly) that "it's not your money, it belongs to the members."
But they keep trying. I expect Jer will get there eventually.

It's like this: leaving money around where politicians can get it is just like leaving booze around where the town drunk has easy access to it. You just can't trust these assholes with money. It's not that they're dishonest, they aren't wired for those kind of judgements; they simply know no bounds when it comes to saving their own asses. They rationalize away any sense of propriety by telling themselves "I've got to save my job for the good of the masses" or some shit like that. It's just the nature of the people who go into this "profession", I guess.
How did the Governor of CALIFORNIA get ahold of money for 9/11 in NEW YORK? Why would he have any access to it at all?

It's not a new low, just the same old low he stooped to the last time the idiot democrats here put him in that office and he won't rise up any higher than this either. Count on it. He bought us a new train with a down payment of 16 billion when his bank account is empty and the supply train (taxpayers) is short of cars by about fifty percent. We are so F**KED out here!
