Hey, don't be bashing Yugos now:-) I drove one for ten years. I bought it brand new for 5k out the door and got ten years out of the bugger. It was still running fine when I finally donated it to a charity lot. Only reason we had to get rid of it was lack of driveway space.
People like to make fun of that car, but it was a great, affordable vehicle for lots of people. I certainly got my money's worth.
Its also like having the teenager borrow the car, and when he returns it its a beat up YUGO with no engine and a hitch for a donkey where the engine used to be. The interior is rashed out with a family of illegal aliens living inside it.
I say keep the keys, make him take the bus or ride a bike, better yet send his ass off to military school and hopefully they will whip him into shape before he does anymore damage.
