You just have to assume it had nothing to do with the environment or helping poor people and everything to do with vote buying and giving the Democrat operative media a chance to whip the Republican opposition. Not to mention that I personally know a German national and a Pakistani national that took advantage of it, so even non citizens got the tax break.
