The only reason they are having a convention in Cleveland, is because thanks to the media, the Tea Party folks are even more hated then the RINOs.

Well, if you want to sway Ohio by having your convention there, you're pretty much stuck with Cleveland, Cincinnati (and Cincinnati has its own issues), and Columbus... and it would pain me greatly to see the subhuman hairless nuts of Ohio State get the benefit of a convention.

After watching the Romney campaign play the equivalent of patty-cake while the Obama campaign accused Mitt of murder, I'm already convinced that the GOP has no designs on unseating the progressives. their job clearly is to perpetuate the illusion that we are not a one-party system. Sadly the LIV's are buying it.
What's really sad is there are rumblings of running Romney again in 2016. They never learn.
"They"?... Who are "they"? If the job is to effect a calculated capitulation then they know who is up for the job. It seems somewhat clear to me that there will be no remediation of the current political assault on us until we become active someplace besides the voting booth- an endgame to a process that the progressives have engineered to their favor. There is no real opposition when fellow progressives play the part of foils- pseudo-conservative "Republicans" who have a script to follow and a game to throw.
I know some conservatives in Cleveland and they are thrilled. Big economic boost. if I were a GOP strategist, I'd try to peel off some union support since the Democrats are effing over Big Labor with their border dissolution and amnesty nonsense. Cleveland is a good place to emphasize that strategy.
Where do you find a major city that is NOT a Democrat stronghold? Even in red states, the big cities tend to be Democrat.

Oklahoma City-Red State

Salt Lake City-Red State

The RNC doesn't speak Spanish, and they don't need help taking Texas.
They need to reinforce c e the conservative vote,which is under serious attack by the Dems.
Oklahoma City would have been great for the city, but how many electoral votes does Oklahoma have? (Quick Google: 7.) Ohio has 18 and they're up for grabs. Florida seems like the best idea of all: perennially up for grabs and it's worth 29 electoral votes. Trouble is, that's where they held the 2012 convention. A Republican convention in California (55) would scare the hell out of the Democrats but I don't think Republicans could flip it even with Obama screwing the place up with illegal aliens.
Point is, you hold the convention somewhere that will help you in the general election. Florida, Ohio, Pennsylvania, etc. Tampa was a good choice in 2012. If I was dictator of the Republican Party, I'd hold the convention in Detroit and pound Democrats into the dirt about how poorly Detroit and the state of Michigan (16 electoral votes) have done under liberal policies. Highlight the pathetic chain of dirty Democrat mayors Detroit has had, and point out that the city declared bankruptcy on Obama's watch. Michigan can be flipped to the Republican side in a presidential election very easily - we quite frequently elect Republican governors and have one right now. If you remember 2008, Palin was furious at McCain for giving up on Michigan early. She thought she could flip the state red.
Imagine the mileage they could get out of having the convention in Shitcago!
There's not way Republicans will ever take Illinois. Even if the voters went for the Republican, the Machine would make sure the Democrat won.
I'm just thinking how much they would have to work with if they used your Detroit scenario in Chicago. They could even throw in Obama for good measure.
The Republican RINOs could take both Florida and Michigan easily, even Ohio - just have them pick a CAIR member to be the VP running mate! That way there would be no money problems either, the Saudi's would be happy to donate 3-5 Billion. Even the liberal loons and muzzie apologists would vote GOP. Simple.
The GOP RINOs love to roll over on their backs & spread their legs (compromise) -- here's their big chance to shine like the polished turds they are. Maybe they could even find a willing sodomite to endorse the VP, before getting lynched by the Iranian delegation.
