This concept of nationalizing police departments flies in the face of everything that this nation was founded upon. That is why quagmire and charlatan are pushing it. With the flow of federal money into local PDs and the willingness to take it by those who use to be cops and are now just politicians, most forces are close to be nationalized anyway. They have become just like the lazy populace. Addicted to the federal tit and "all the free" stuff that comes with it. The appearance is free yet the soul is sold to the devil.
