As I read the article I thought to myself: Self, if we have a ozone depletion problem because of man made pollutants then why would the EPA fine somebody for introducing ozone back into the atmosphere?
I would say the EPA is lead by Dumb and Dumber but I like Jim Carey too much to put him down that way.
Another thing, who was the scientific genius that decided burning ethanol produced ozone? One of the fools that takes our tax money, in the form of gooberment grants, to say what the commies in gooberment wants him to say?
Why does anybody fine anyone? CORPORATE GREED.

Politicians are bought by corporations so they're one in the same, but technically yes. Remember though that government is manipulated by the true puppet masters of corporate greed.

Flash, what really gets me is that the little turd can't explain why, if the corporations own the politicians, how come the politicians are having their attack dogs fine the corporations that they are beholden to. Also, why would the corporations continue to pay off the politicians that are fining them?

The EPA personifies the top-down, control freak, vindictive nature of the green movement and today's democrat party. Anyone familiar with the former USSR can find numerous examples of the same type of idiotic dictatorial behavior. As Dragonfish posted above, the bakery must have refused to pay the bribe demanded.
That explains why so many small businesses participate in the underground economy. It's cheaper to pay the fine for doing business without the proper licenses than to pay the fines for not keeping up with the regulations that you aren't advised of unless you have the license.
A commercial bagel bakery in a business improvement district in the former navy home port on Staten Island was forced to close because neighbors (the closest being a half-mile away) complained that baking bread somehow generated carcinogenic emissions.
It used to smell pretty good the few times Mom made fresh bread.
If these maverick outfits think they will get away without keeping up and being on time with their protection money to the democrats, they got another thing coming! How did they figure they wouldn't get one of the pack of three letter federal organization pack of attack dogs biting them on the ass? Where's the money, Lebowski?
I find it funny that you never hear about the EPA giving race track owners around the country big fines for polluting the air. A lot of racing venues use ethanol in their fuel. OH, I just answered my own question--it's a "Green" fuel so they must be exempt. I'd love to take these EPA nut jobs to an NHRA event and hold their collective heads over the headers on a top fuel (nitromethane) car while they tune it for the next run. They wouldn't be back any time soon.
Once, many many years ago, at the original Irwindale Raceway, you used to be able to lean over the low chainlink fence from the pits, and watch the top fuelers coming down the fire-up road. One of them popped the clutch just as he went by me, and the first cylinder loads of raw nitro got spit right into my face. I'd love to do that to some EPA types. I was miserable for days.
I'm thinking the bakery didn't make their obligatory donation to O'commie's re-election campaign.

Um, wouldn't that ethanol be a byproduct of yeast action? Yeast...OMG! They're emitting CO2 as well! Why, it's nothing more than toxic waste factory!!!
