Leaders from other countries? These people are cabinet level hacks for their own governments, just the kind of people the Schmuck-In-Chief thinks are beneath him. Why wouldn't they want a photo-op with the ONE? Especially since the people who are really in power in the various countries represented there in the photo would have plausible deniability about having come into close proximity with the International-Asshat-In-Cheese!
No, they might start comparing notes afterward and all realize, "It isn't just me, this guy IS an imbecile!"
