Illinois has a backlog of more than $4.25 billion in unpaid bills ($8.5 if you count stuff like tax refunds and employee health insurance.) Well, the solution is to raise taxes. Gubbermint is about the useless crap the pols like to pretend we do together or something. Not so fast, wagyu beef breath. Last year, the state increased income taxes 67% as well as corporate taxes. OK, there’s only one thing left to do: IT’S GEORGE BUSH’S FAULT!

With that in mind, IL has money issues, they don't have enough, or they spend too much. So they believe it's that they don't have enough, so they are raising taxes, & those with the means to leave, will.
