I want to raffle off plane tickets to Chicago, First prize is one ticket. Second prize is two tickets.
Third prize is a winning lottery ticket!
Fourth prize a taxicab ride through the south side of Chitcago for two, oh and it only takes you half way, on a Saturday night, after 11 pm....
That sounds suspiciously similar to my plan for Obama to display his survival skills.

And keep in mind, these are the people running the Federal.government as well. Any wonder our economy is tanking?

Anybody who messes with state lotteries is being foolish with his money anyway. I might waste $20 bucks a year on lottery tickets, usually when the powerball is over $200 million, and even then I just buy one ticket.
You should see the welfare patients go for the lottery though. When I was working in the C-store in town you could tell when it was payday, scratchers and lottery sales would jump for a few days. Later, of course, they go back to selling their food stamps to get cigs, booze, drugs and money for lottery tickets.
Well, I can't really say too much bad about the lottery. I won $62,500 last year, and after the taxes were all correctly figured out, I ended up with $52,900, but that was before the wife got her half.
I hope she "got her half" out of your infinite and eternal devotion and love for her :-)

For all we know... that is (one of?) the reasons for this.
In Kalifornia that would be a hardship on Juan or Jorge, they are the only ones who seem to win the Kalifornia Lottery and they are always down south. I always wondered how Kalifornia would handle the lottery if they were Dead broke (to borrow a famous quote)..Would they cut the prizes? Tax at 99 percent? You can bet the politicians out here have some kind of scam since it is a large pot of money. But our lottery is "for the children" cause proceeds go to fund schools..yea right........
Yeah, that lie was propagated in Texas. Turns out, for every dollar of lottery money that went to the schools, a dollar was deleted from the scholl budget in the general fund. Basically, the schools got screwed. And our schools can't afford to get screwed.
...so in other words, not only is a lottery a tax on people that don't understand statistics, it's a tax on people that don't watch their politicians. I just wish they'd put more ankle bracelets on politicians -- or maybe a ball & chain, and push them off a pier.
Lottery is just a way to tax poor people without them knowing it.
As far as the reason to not pay, according to the article it is another democrat congress trying to outspend their budget. A republican governor fighting to stop them from doing so. Sounds kinda familiar....
Interesting. They are taking this as a form of pure taxation. However of course this is doubly wrong as they are supposed to pay ppl even though they already take a lot of tax from winners.
Knowing Commucrats, especially those from Illinois, they will probably tell the winners that didnt get paid that they still owe the taxes. Oh well, people in Illinois either voted for this or allowed the election fraud that resulted in this socialist shithole (redundancy).
I actually will be a bit surprised if they requested the winners to pay tax on money they didn't get... although some states take the money right away no? But yeah it would be the ultimate in shame if they did that. People really are stupid and they don't know what they are doing or else they don't do anything and allow others to dictate their futures. This is a problem.
Only a matter of time before someone puts a lien on the state house or some other state owned asset.

From what I've heard, government entities can be sued, but they have to give you permission first.
This is one of the many reasons I have a deep mistrust of human governments.
But, our government is inhuman!
