What they mean by "loopholes" is that by greasing the right politicians and/or bureaucrats, none of the rules will apply to the one doing the greasing.
It seems that Saudi Arabia already has a lock on that.

I wish we could do the Revolutionary War thing again and start fresh... Where is George Washington, John Adams, Thomas Jefferson, Benjamin Franklin... come on people we are due for another wave of those people.
People of that caliber won't run for office. THey have too much integrity and self worth to sell themselves like whores.
For real. George Washington was over it. It is my understanding he did not run again and he could have and won very easily. It is the people that serve unwillingly that are the best and sad to say considering the crap of now they are probably not going to bother.
So in other words its full of holes. The same holes that are currently allowing for the ever increasing number of illegals and the exploitation of them.
It's all smoke and mirrors. AMNESTY!!!
But it will make us safer from terrorist (or terrorista) attacks...
