Never underestimate the power of incumbency when it comes time to be re-elected. Maxine Waters and Charlie Rangel are the poster children for term limits and the total lack of accountability to the people they serve. It also speaks volumes for the effectiveness of the Ethics committee also known as Congress' version of "Don't ask, don't tell".
I figure she doesn't have an accountability problem with her own constituency. They're probably right behind her cheering her on.
