Gee, I read the article and couldn't tell if they were talking about Rangel or Boehner.

Sounds like a couple of criminals who are jealous of each other. They must have a bet to see who can steal the most from the taxpayers.
Maybe they can work things out a la Hamilton/Burr...

Then they can photo-shop the large hole that Charlie would leave in him. Not that it would ever happen, Quagmire would soil his codpiece long before it got to that point.
Both of em would come out, holding their pistols sideways, spraying and praying. Mass casualties among the bystanders, both duelers would walk away, unscathed.
In an ideal world...
If hating Obummer were the only criteria for being "not so bad", more and more Dems and press "agents" would be "not so bad."
