The simplest way to determine if the Colonel is retired and no longer a member if the service is to subpoena his DD214. They are public record and therefore you can't suppress them. Any service member has one.
I remember something in the news lately where they claim that they can haul a retired veteran back into the fold if they want to, so they can shut him up.

Well, besides the fact that Shea Stadium is no longer, and City Field was built before Benghazi happened, I would tend to agree with your analysis. It's now just a matter of discovering where he is on leave, but then we've been trying to do the same with Hoffa for a while now.
