My two daughters always talk about the time when some homeless bum pulled out his junk and peed against the neighborhood grocery store in front of our car. I walked up to him and gave him an earful, including the valuable information that the next time he did something like that in front of my two little girls he would regain consciousness in a dumpster. Then I suggested he find a different neighborhood. We never saw him again.
And that's why I don't think the homelessness problem is all that tough to solve.
On the other hand, you can go to far the other way. Up here in Mass., getting busted for public p can get you the coveted status of Registered Sex Offender. Happened to at least one poor guy who was trying to be polite and discreet in the trees.
Sorry, I have no sympathy for someone that isn't smart enough to find a place to pee that won't get him arrested.
