They just refused to be upstaged by the GSA.
This is an attempt to waste the most tax dollars they can, probably extorted from some retirement fund.
I suppose we should be grateful that Gstaad isn't in their circuit.

Take it easy on the 9th Circus court. They deserve a vacation. After all, deconstruction is a lot of work.

More google and it sounds like an abuse of power to me. Judges could punish someone for misuse of grant funds. So they should be equally punished for misuse of court funds.
Someone in your country should file a complaint with whatever office oversees that court. Politicians can wiggle themselves out of this stuff, but court room officials are appointed by laws so thereby are more adherent to those laws.
