To be honest, this happens in the private sector also. It's probably easier to get away with in government hospitals because of the inefficiency and tendency to not really care about the patient.
The libtard asshole I used to argue with on FB, before I couldn't take it anymore and blocked him, got in trouble for spending all his time on FB instead of doing whatever paper shuffling he was over paid for. Now, he's employee of the month at the San Diego facility.
They must have very low standards for EOM, or really bad staff.
