Awright, maybe we're talking about a couple different varieties of ozone here, BUT...
When I took my radio courses for the merchant marine, one of the first things they talked about was ozone layers and wave-skip and why broadcast promulgation is different in daytime than at night.
Big Reason #1: Ozone. As I learned it, it is incorrect, if not misleading to say that ozone absorbs UV; it is almost the other way 'round: UV actually creates the ozone, it is the energy source for a chemical reaction, and the energy it loses in that conversion is what keeps it from reaching the lower atmosphere in harmful levels. Now - when you broadcast in daytime, you get much farther propagation because the radio waves skip off the ozone layer like a rock on a pond. That does NOT happen at night - because THE OZONE IS NOT THERE. No sunlight = no ozone. Now - right now at the North Pole, there is no sunlight for 6 months at a time (also at the South, the other 6 months). So - do you see why some people might EXPECT the ozone to be a wee bit thin where there's no bloody sunlight at all???
