Let’s see . . . he gives them cell phones, zero percent corporate tax rates, IRS harassment of their “enemies”, billions of dollars in corporate welfare, billions of dollars in the other kind of welfare, guns with which to wage their drug wars, guns with which to wage their real wars and (in the case of the friends that might no longer want to be friends) he gives them full transcriptions of all their emails and phone conversations from the last four years.

Closer to the truth, about the only thing Quagmire gives the American people could be considered a STD in most cultures.
He gives all the ammo that would have been on the civilian market, to Homeland Security to stockpile and make unavailable.
