Congress is allowed to do very few things. Everything else must be ended.
A good place to start to reduce the size of the federal govt. JustAl is right. We end aid to all nations who are enemies of this nation. Nothing for them except hardship and despair.
We need to end all foreign aid. It only buys us enemies.
Why "cap" foreign aid instead of end it outright? What article of the Constitution even makes that crap legal?

You are too young to remembe and too stupid to research, but before WWII out military was gutted since the GREAT WAR ( WWI) was seen to end wars for all times. Except it didn't. We were coming out of the Great Depession and our guys were malnourished, weak, ill and the country overall did not have the money nor the supplies to wage a war on 2 fronts. Our soldiers drilled with broom sticks en lieu of guns. Te entire country pulled to gether, war supplies, and the goods to make them became a top priority for EVERYONE, food, gas, sugar, all kinds of things were rationed. If England had not held out during the blitz you would be conversing in German right now. Want to talk about the waste in DEFENSE? Now forein policy, I just think we need to cowboy up and quit supporting regimes that hate us. I feel for their innocent civilians, but half (or more) of the money doesn't go to them anyway. It just enables the dictators to enjoy a much higher standard of living. PLEASE just STFU, since you have no idea what you are talking about, you are parroting Ron Paul's talking points without snapping to the fact that the vase majority disagree with his stands, hence hy he never got the nomination. No cheating, no denials, people thought he was crazy and didn't get him enough votes for SHIT, both tmes he ran. ABSOLUTELY!!! Especially defense. We have NOOO enemies around the world, who might want to do us harm. Besides that anyone who might possibly a grudge against us have a VERY GOOD reason for it and we deserve ALL punishment that they would deem just.
Except our military, rather then serving defense, has been exploited to serve Corporate Greed and corrupt foreign governments and no longer serves US citizens. It would be the easiest to cut if it weren't for the corruption the Corporate Greed caused.
