heir error is to depend on the most patriotic of the special forces to do this without question, and the people to sit back and do nothing.

2. Have some states have their national guard elements run anti-despot training missions...
Martial law is ineffective against guerrilla warfare.

How about we stage realistic Military training about taking out a foreign enemy that has captured Washington D.C.
I'd say let 'em have it. They'd probably give it back before too long anyway.
I'm not sure this is all that unusual. I know my dad did this back in the 1940s. To train for WWII they had giant multi-division maneuvers that included major portions of Kentucky and Tennessee. Same thing in Louisiana.
I WW2 they knew they'd be taking over entire countries and declaring martial law after they won.
