Maybe that's where Crowley went, he tried to test out the underwater internet, and forgot his snorkel, so he drowned!
So that's why the OCare website is crashing! It's not that they used 10 year old tech... Or those in charge are incompetent... It's because the internet wasn't an underwater internet!
