I've seen stuff like this before, while I was on active duty. Contractor comes in with a lowball bid because he know people in appropriations and acquisitions; lands the contract, stalls development, causes cost overrides, runs over budget, underperforms and under-delivers, until someone in DC get's wind of it, or wants in on it and we...we just keep getting screwed. Most of the corporations that do business with military electronics are beltway cronies and represent a revolving door for retiring general, admirals, and other high ranking fleet and staff officers. It's as corrupt as it gets and people like McCain (Fort Huachuca, AZ) and McConnell (Fort Knox, KY) are two of the worst offenders.
Selecting Sebelius to lead the cyber charge on US healthcare funding was in keeping with the long-standing Illinois practice of awarding government tech contracts to the alderman's slacker nephew, or some state senator's unemployed brother-in-law.
