Sadly enough it sounds like there's only one way to stop this guy from doing it again, it's called the dirt nap. Or 5 minutes alone with several of the irate Husbands / boyfriends of the women he's groped. The end result would be the same.

Flash is right. NY and NJ have outlawed pepper spray, mace, tasers, stun guns, etc, and CC permits are nearly impossible to get. Only criminals get to carry weapons.

Normally a ban will be on the users IP address. So, no new accounts from that IP can be created. Smart people can find ways around it, but most trolls are not that smart. So they just move on to a site that they haven't yet been banned from. That's also why you will see a lot of hit & run posters. They take over a thread and then skedaddle before they annoy enough people to the point that they get banned. Then they show up again in a few months, and do it all over again. Pathetic losers.
