Programs like the CRA are never given real light of day in a way that the voting public can understand and respond to, and there's always been sufficient numbers in terms of RINO's in congress to get CRA's on the books, and without any media dissecting or deconstruction (because it's socialism so why criticize). Begs the question though, did Reagan make any noise about this, or was his administration too distracted by the cold war? His tenure in office was the best chance we've ever had to reverse this and the timing would have been perfect because it would have been early and easier to undo. That's why it is sooooo important to repeal Obamacare now.
