I really liked one of the comments on the page. There is far too much apathy in the world, but nobody cares.

Kinda reminds me of the story about a smart-ass kid in school. His teacher asked him to explain the difference between ignorance and apathy. His answer, "I don't know, and I don't care."
I think this scientist is describing the last presidential election of illiterate morons outnumbered smart people by 52 to 48 percent....Of course that figure make be screwed since the last election included the dead and a large number of repeat voting idiots along with darth vader looking dudes outside the polling places....
Perhaps the real effect is that the uninterested act as a damper, preventing too radical a change too quickly. My hunch (unproven, but my hunch) is the uninterested would tend to stick with the status quo. This would have the effect of restraining BAD new ideas as well as good. Inertia may perform a useful function, slowing things down enough to allow previously unforseen pitfalls in things to manifest and be recognized. The Founders made it hard to get things done in this country for this reason and the inertia of the uninterested may help in this regard. Just an idea.
