Bloomberg even screws up my State - he's given $1000 to the campaign of the incumbent Moscow, Id mayor, who is a member of MAG.
Hopefully this mayor will end up in prison like so many of the members of Mag!

Yes, I'd think that, just like flushing a low flow toilet 4 times uses twice as much water as flushing an older one once, vacuuming the floor for two hours instead of being done in a half hour would actually use MORE electricity, as well as leading to increased carbon output as you curse the pile of government designed crap continuously.
At least it won't affect France. They use vacuums like they use deodorant.
