Now if their was ever a place to build a moat, Detroit is it.
Why take a trip to Detroit when you can visit somewhere safer ... like Baghdad?

Uh, the multi-billion-dollar train thing has already been tried in Detroit. They were way ahead of California on that one. That's how Coleman Young got rich and made all his friends rich - building the Detroit People Mover.
Coleman Young! He was mayor when I lived in Troy back in the late 80s and early 90s. Hadn't thought of him in years. Now that I'm thinking about him, I recall that a joke about him came after it was disclosed that he fathered a child and feverishly denied it. The joke: What does Coleman Young call his new Mexican restaurant? Nacho Daddy.
If I was ever to be a tourist in Detroit I'd pay to start fires, not put them out.

The two opposing opinions cited were both unioneers That says something in favor of this program right off the bat, I would say.
Seriously, it doesn't really sound like a bad idea. A careful read suggests that these would be actual firefighters from elsewhere, not just shmoes in for the weekend, and that the practice is not entirely unknown now. I know nothing about this mayor - except that that he has one job I would not want, and probably should be on that TV show about dirty jobs - but I think I like this much about him.
