I imagine they did PH. Some liberal/environmental "expert" no doubt got everyone started on this kick. Same with Organic foods. The same "experts" likely had the toxicity testing done to now warn against doing what they had suggested. They will now demand NYC clean up all the toxins in the environment. Of course, these experts will be paid handsomely like Gruber for rendering consulting 'services' for this activity. It is how they prey on the public.
I think these programs have good intentions, but growing food in the middle of NYC is probably not the best of ideas. Apparently nobody bothered to test the ground under the bedding/topsoil they put in for the gardens. Look for NYC to "invest" 100-200 million bucks to create a new agency to monitor these gardens. FORWARD!
