Look, if this person is going to wear make up & look like this all the time, fine. Wear it in the photo, but if it is where you can't tell what this person looks like, sort of like with Kiss make up, then no.
That's the next step. Then full face covering for Muslims. Can I get my picture taken wearing a ski mask?
I think it's just a ploy to get out of traffic tickets.
He can either flirt his way out of a ticket, or claim he's being picked on because he's an it.
I think that it is useful for the license to look like the person wants to look on a day to day basis. I don't see a problem with this PER SE. I do have a PERSONAL problem with it, but that is my own problem and I wouldn't want to impose it on this individual, because he wearing makeup doesn't necessarily hurt me.

Hell use to if a man wanted to wear makeup in a photo, he had to be in a rock band. Like Alice Cooper and KISS. Now all they have to do is claim some weird position and then anything you want is all yours.
Too bad this future cousin it wants to wear makeup, get over it until you chop the tree and split the stump.
In all my years, I have yet to see a "good Looking" License photo...They all make you look like crap..so this is not really about the photo, it is about the Gay Nazis getting their way again...Next I am sure it will want to be photographed on a unicorn with a rainbow background because "it is my right cause I am gay/Transgender/bisexual/whatever"....
I charge a hundred dollars an hour for Unicorn rental. Four hour minimum. Photos are extra.

I'm sure he/she/it's parents were instrumental in putting he/she/it up to this nonsense. I don't care what the psychiatrists/psychologists say about this--these people (trans whatever's) are deranged. Maybe it can go hang with Bruce Jenner and feel very "empowered" and happy about he/she/itself.

I guess if a cop pulls this dude/chick over it might be nice for the picture to match the face. But this will eventually get abused. My company allowed people to put whatever first name they wished on their company issued IDs a few years back. This was to be first name and was prominently displayed in a really large font on the front of the ID. Guys were putting stuff like Goose, Maverick, Buzz and Booboo.
When I used to go to events, where they handed out the "Hello I'm" nametags, I would always get in trouble trouble cause I would write "confused, Ugly, slow"... or something just as clever..Then some woman named Destiny Laswanda Mugumba Foghorn told me that was not funny...(Foghorn was not her real last name but does fit)
