1) A funding proposal is just that, a PROPOSAL. Anyone can propose anything s/he wishes. That doesn't mean it's going to happen, or that the person proposing it believes it's going to happen.

3) Many, many medical disorders that we already "pay for" are caused at least partly by bad habits, Psycho. Lifelong nonsmoker that I am, I guess I could balk at the idea of subsidizing health care for smokers who ended up with heart problems, vascular disease, lung cancer and/or COPD. Or I could complain that I've never been overweight, so I shouldn't have to subsidize care for the many medical complications of morbid obesity, either. Or the huge expenses related to head injuries in motorcyclists who refuse to wear helmets. But I do it, because that's part of taking social/community responsibility. Personally, I'd much rather support CO2's health care through taxes and health insurance payments, than expect him to have to beg friends for money to help pay his medical bills. Sources within the APA now confirm that in the DSM-5, which is due to be published in May 2013, GID will be replaced with the more neutral term gender dysphoria.
Approval of this revision has been years in the making and reflects a narrowing of psychiatrists’ focus to those who experience personal distress over their gender incongruity. Those patients who feel like they need psychological help dealing with their feelings can still seek it out, while those who feel fine need not be marked as ill.
Jack Drescher, a member of the APA group dedicated to considering this issue, explained to the Daily Beast back in 2010 that his subcommittee’s recommendation came from a desire to stop “pathologiz[ing] all expressions of gender variance just because they were not common or made someone uncomfortable.”* Moreover, in a recent interview in the Advocate, Drescher acknowledged that “all psychiatric diagnoses occur within a cultural context,” adding that “We know there is a whole community of people out there who are not seeking medical attention and live between the two binary categories. We wanted to send the message that the therapist’s job isn’t to pathologize.”
As any student of the history of LGBT civil rights can attest, being deemed pathological by the medical establishment is considered to be one of the biggest obstacles to social and legal progress. Indeed, the removal of homosexuality from the DSM in 1973 was a watershed moment for the early gay-rights movement, as it neutralized the argument that gay men and women did not deserve equal treatment because they were somehow sick. On the contrary, Rose: the shrink, unlike you or me, is QUALIFIED to diagnose and plan treatment. Psychiatry isn't nearly as "soft" (read: subjective) as you're trying to suggest.
For one thing, the opposite of "normal" isn't necessarily "mentally ill," nor does being called "normal" necessarily imply good mental health. The article I posted (you know, the one you didn't read?) gives an estimate that up to 5% of the population is gender dysphoric. That doesn't mean that all or most of them will choose to transgender, but it does mean that gender dysphoria is a lot more common than most would guess.
If you look in the DSM, specific measurable criteria are listed for each disorder. Which means that there ARE some objective measures, even if the average Joe off the street doesn't realize it, or doesn't know how to assess those criteria in a patient.
And, yes, it's very possible that the diagnosis will be obsolete 20 years from now. But that doesn't take away from the fact that NOW, in 2013, the APA agrees that gender dysphoria is a legitimate diagnosis, and that legitimate treatments for it may include counseling, medication and/or surgery.

Absolutely, Rose. I once had a woman patient (mid 60s) who developed flash pulmonary edema and had to be transferred to ICU. (This was back when I worked on the floor.) An ICU nurse, who had recently relocated from a big teaching hospital, put in a Foley while I was giving report. I noticed a weird expression on her face, and she said, "Is this patient by any chance a transgender?"
Well, she WAS. (The nurse who'd given me report just a couple of hours earlier had said something about transgender, but I'd assumed she was kidding. Not THIS woman, who looked just like any other sixtyish woman. And the only reason this nurse had recognized it was that she'd worked with transgenders in a previous job.
I would have defied anyone to pick this woman out of a lineup of "cisgender" women. And, yes, I've seen transgenders who looked kind of weird----lantern jaws and prominent Adam's apples, for example, don't translate very well into feminine beauty----but many look great.

Okay I have heard of males who have "breast cancer" because of diet and/or environment and/or genes they have developed breasts (they are obese and perhaps diabetic) and they became diseased. However that is due to diet and/or environment and/or genes. Sad of course, but due to events out of the person's control or due to ignorance in lifestyle choices. Even under those circumstances, a mammogram shouldn't be "free".
Now... If you CHOOSE to become a woman and you were born a man, uhm.... ahh.... yeah... it shouldn't be free either. I shouldn't have to pay for what other people choose to want ESPECIALLY when they choose to put themselves in a position that could give them a disease that had they not messed with nature they could have completely avoided.
I feel the same way about people who got addicted to something. Yeah that is sad, but why must I pay for something that you chose to indulge in? I don't mind giving money to charities to help you if you are addicted, but it shouldn't be through government funds and taxation and without my permission.

There is no evidence out there that transgender people are mentally ill, or just making a frivolous "choice" out of boredom, the way some people choose to go get tattoos. You don't have to approve of these people, but it's just dishonest to try to deny them appropriate medical diagnostics, or to charge them more for those diagnostics that you would charge other people whose lifestyles you approve of.

1) drug addiction has nothing to do with "choosing to indulge"
2) "transvestite" and "transgender" aren't the same thing
3) you don't get to pick and choose which medical procedures you, as a taxpayer, will subsidize
4) it's much more cost-effective to provide mammograms without charge, since irregularities are detected much more quickly that way
