Look at this from another angle, my friends in the CHP who do capital security say they will no longer arrest the drunks sleeping in the bushes, or pan handling at the entrance to the underground garage for legislators...I do believe the work will get out rather quickly in Sacramento, and around other cities government buildings...
A few years ago in Stockton the idiot Mayor at the time owned a business in a high prostitution area, I heard prostitutes were encouraged to use her business parking lot and they would not be bothered by patrol cars, since it was a safe, well lighted "GUN FREE" zone......smirk......It worked very well, other businesses stopped complaining about prostitution......You must be one step ahead of the assholes in the capital....The first time one of these idiots steps in a big steaming pile of crap on the way to work, I bet it gets amended...
How long do you think it'll be before Cali's imbecilic tax policies force even the movie industry out of state? Once that happens, Cali will once and for all be flushed down the shitter. I keep hoping that the Big One finally strikes, and rids us of those morons for good.
The film industry has been branching out for some time. Union wages in California increase the cost of making a movie, which is already exhorbitant, and no one wants to shoot on a backlot anymore. Many are heading to Canada, both for actors and for location. Several have been filmed in Texas, New York, etc. Indies are even more likely to have been shot elsewhere.
The film industry is going pretty good in New Mexico. Give the Hollyweird elite a low wage right to work state with plenty of tax breaks for buying local and they will come. People working and paying taxes? What a concept.

Homelss DO have the same rights to life liberty and the pursuit of happines. But they clearly have a monkey wrench in the works: drugs, alcohol, menta disease, neurological disease. Leaving them on the street and enabling their inappropriate behaviour is not doing anyone any good. Instead of a bullet train and accepting ever more illegal immigration, perhaps they should use some of that money to provide housing, training, medical/mental care, rehab, etc and try to get some of them off the street? It won't work with everyone, but it would certainly work for some.
I believe their reasoning for passing this bill is:
Right now the State of California has so many unemployed people, and Illegal Aliens because we have taxed every productive business out of the state, we had best find a place to keep them when the banks foreclose.
The state name should change to Coocoofornia. The Taxpayer funded insane asylum in Sacramento should be shut down indefinitely.
California's downward spiral continues. The last time I was in San Francisco, I was disgusted by the bums and pandhandlers who were everywhere: drinking, doping, urinating, crapping and passed out in doorways. Most of them appeared to be young alcoholics and drug addicts with a fair amount of plain crazy people. But they have rights, including the "right to rest"; their rights will be paid by the sad, supine California taxpayers.
Giving the "homeless" rights will only attract more bums from other states and discourage any idea of the native bums to improve or change their lot in life. Eventually some leftists will decide that the "homeless" have the right to live in your spare rooms. Don't think I kidding.
I thought there was already a bill of rights for Americans? The Peoples Republic of Kalifornistan is just throwing a bone to attorneys, who will now slow down chasing ambulances and stop every homeless dude in Kali to ask them if they are getting all the stuff that their bill of rights guarantees.

I was about to say that they maybe homeless but they are Americans and they have their bill of rights all set up already. It is insane.
I got to say I feel bad for homeless and I actually encourage charity towards them and I have done so myself, but I got to say that all in all especially the men can be especially disgusting and desire to remain in that state. So encouraging them to be more disgusting is not a good thing.
Yes, I urge all homeless to travel to SF - you are wanted there. And I know you are reading this on your government-funded smart phones, so don't act like you don't know about it.
