That is the only explanation I can come up with for her to be as stupid as she is.
An implosion is the opposite of an explosion, in an implosion matter and energy are concentrated or collapsed in on themselves. An imploding bullet has never been made, what would be the point? Implosions were used to detonate A-bombs, so maybe the goofy Senator thinks that gun stores sell mini-A-bombs. Warning, listening to Feinstein or Pelosi or Reid (or any of the other morons that inhabit the White House and the Congress) can cause your brain to implode.
A more familiar (and less spectacular) example is a light bulb being broken --- maybe she thinks those little Christmas lights are really belt-fed ammo?
That is a great idea though. If we could somehow create a singularity inside of a projectile so that when you hit someone, they would simply disappear. We ought to get the boys over at the United Federation of Planets to get to work on that. I think we could have that ready by the 24th century...
