Looks like Harry Reid was wrong. Obama does have a negro dialect.

We watched it five times. He really does say “ax.”

This pronunciation goes all the way back to the time of slavery. It is a bad habit, though, and teachers need to make a point of correcting it when children are young. It always irritates me to hear someone use it.
The Ebonics Dictionary spells it "aks"....that dictionary is about the "bittness" of pronouncing words. Get "wid" it!
