If convicted of a felony I don't think he can work at a pawn shop the buys/sells weapons.
Also I believe a felon or parolee can not be near firearms, the pawn shop has armed guards.

They don't have a license to buy or sell guns. All they can handle there are antique weapons that do not require a permit to own.

What I don't get is, how Rick can buy a Gatling gun or a working cannon if he doesn't have an FFL or any other license.
As long as they're old enough, they don't require a license. That's one of his main sticking points on some deals, making sure of the date of manufacture.
I didn't think age mattered on Gatlings, they should still fall under the machine gun rules.
