It appears that the Democrats are planning ahead for the day when every man, woman and child in the United States is on welfare and they’re forced to broaden the safety net to include other critters.
They’ve introduced a bill called the “Restore Our American Mustangs Act” (H.R.1018) that would create a brand spankin’ new $700 million entitlement program for wild horses.
If passed, the ROAM Act will “invest” your 700 million taxpayer dollars by:
• Conducting a wild horse census every two years (ACORN will immediately form a new subsidiary called OATS to oversee the count)
• Providing “enhanced contraception” and birth control for the wild mustangs (We didn’t know that wild horses practiced contraception in the first place so we’re a bit baffled as to what “enhanced” contraception might be. Perhaps we’ll be supplying the mares with morning after pills and guaranteeing their right to choose)
• Supplying $5 million to repair the damage the horses inflict upon the land (If you were a landlord and the horses were tenants, you’d evict them)
• Designating an additional 19 million acres of public and private land as wild horse habitat (If we understand this correctly, they damage the land so we’re going to supply them with 19 million more acres to damage)
• Mandating that government bureaucrats conduct home inspections before Americans can adopt the wild mustangs (At long last Madonna and Angelina will be able to stop adopting African horses)
The Mr. Ed theme song says, “A horse is a horse, of course, of course.”
The corollary is that “A horse’s ass is a horse’s ass, and we hope this will never pass.”

I see nothing here about this money being supplied to the mustangs lawyers... I mean they are going to have lawyers right? what kind of stimulus bill for horses doesn't include payments to their attorneys? How unnatural it will be that they don't have the right to sue the government or the people that adopt them when they are dissastisfied? They are natural citizens of this country they were here before us, they are sentient beings, they deserve our respect and admiration and (bunch of other liberal blather...)

Not in the least. But you are skirting the point. All I'm saying is that you really need to familiarize yourself with the issues before commenting especially in such a public forum.
Have you even read H.R. 1018? Do you have any previous knowledge of these issues?
1- BLM is already required to conduct a wild horse census every 2 years. This is nothing new. As a matter of fact,
2- Studies on birth control are also nothing new. The cost of birth control is far less than that of round ups and boarding. It makes perfect sense.
3- The bill does NOT require the purchase of 19 million acres. It simply requires an EFFORT to restore the 19 million acres of designated land that has been taken away. This is land already managed by BLM. It won't cost the public anything.
4. Wild horses have long been blamed for damage to ecological systems to public. Most wildlife ecologist disagree as did a report from the General Accounting Office. This bill puts into place a system by which to answer this question once and for all. It will require assessment on damage done by ALL wildlife and by privately owned cattle that graze the same land at a cattle/horse ration of 100 to 1.
5. The 700 million figure is wildly exaggerated. The program is an existing one with existing costs that are included in that number. Any additional costs are spread over 5 years and well within the existing budget.
I don't argue your right to a negative opinion on wild horses. But if you are going to publish against any legislation, it only make sense to actually read it first.

Can we say that they are acting "stupidly" on this?
If they practice contraception, doesn't that lead to a smaller population, requiring less land, causing less damage and needing fewer adoptions? Huh, seems like they are contradicting themselves within the legislation - so what is new?
And what is so special about the mustang anyway? Is there some species profiling going on here, are they denying these same benefits to other breeds?
Who is behind this and would get the cash? The last time I checked mustangs weren't wearing fanny packs and spending time playing blackjack so I don't think they need the money.
