Kanye West said George Bush hates black people. Desmond Tutu just said the same thing about Barack Obama. Or words to that effect.
The New York Times quotes Tutu’s tirade:
HAVING met President Obama, I’m confident that he’s a man of conscience who shares my commitment to bringing hope and care to the world’s poor. But I am saddened by his decision to spend less than he promised to treat AIDS patients in Africa.
George W. Bush made an impressive commitment to the international fight against AIDS when he formed the President’s Emergency Plan for AIDS Relief program. Since 2004, Pepfar has spent $19 billion to help distribute anti-viral treatments to about 2.5 million Africans infected with H.I.V.
Thanks to these efforts — and similar initiatives, like those spearheaded by the Global Fund to Fight AIDS, Tuberculosis and Malaria — the number of African patients with access to AIDS drugs jumped tenfold from 2003 to 2008. Since 2004, the AIDS-related mortality rate in sub-Saharan Africa has dropped 18 percent.
Yet President Obama added only $366 million to the program this year — well below the $1 billion per year he promised to add when he was on the campaign trail. (Pepfar’s total budget now stands at $7 billion.) Most of the countries in Pepfar will see no increase in aid.
Back off, Tutu. President Obama is spending all our money on shovel ready projects. He can’t be bothered with Africa’s shovel ready people.

Sorry Bishp Tutu. He lied to us in America too. And the biggest problem in Africa about the spread of HIV/AIDS. The cultural value that says men can have sex with anyone any time, the unwillingness to use condoms to the extent that if a wife requests her husband to use a condom, SHE is beaten for adultery. This kind of base belief makes education worthless. Unfortunately, children are the ones suffering as they are orphaned and no one will take them in for fear of getting HIV. The extended family support system is disintegrating, with nothing to take its place.
There has to be changes on the social, cultural and religious aspects of African countries so that education can truly make a difference. The continent is a mess, there is no doubt about it.

One of the major sources of HIV infection in Africa is from health clinics and small hospitals, especially in the out-lying areas, that re-use hypodermic needles due to low budgets = lack of money for single-use needles.
Well there are a great deal of religious, cultural, societal and sanitary issues that are fault for the spread of the disease. Even though personal responsibility will indeed cut down the spread of the disease, overall there are a lot of things that are out of control for individuals (mainly women and children) one of them being rape. It is actually a practice for men to rape virgins or young little girls and even infant girls in hopes that their blood will cleanse theirs. This is coming from witch doctors mainly or just plain ignorance. Women who have AIDS either by rape, or infidelity in their partner or their own parts have babies without considering the risks of normal birth and how that can infect the child hence spreading the disease. It is a mess.
A lot of the aid is reactive not proactive and it is mainly on medicine for those that have it not education. Education and implementation of sanitation should be first. Also it is a vast continent and doctors are scarce. I don't know what to say other than African countries need to do something more for themselves. The money doesn't just grow on trees and it is going to be harder and harder to get the aid they need. Also they have a lot despots in powers in different countries that make a lot of thatmoney dissappear before it reaches someone that could use it. A lot of issues to resolve that they are not.
Education is the key to stopping the spread of HIV/AIDS, both on the prevention side & the treatment side.

Pitt z, HIV/AIDS is almost always about behavior. You have had dangerous sexual activity or you are sharing needles while shooting up. If you stop those things, you can basically get rid of the virus.
In a society like the US perhaps, it will be very low, however in a continent like Africa there is more to personal behavior that leads to the spread of the disease unfortunately. That is why education is so important as well as the taken out of despots in the country and the elimination of religious warfare within african states. Also there is sanitation and poverty and the scarcity of medical equipment and doctors. it is a mess.
KQ, it wasn't near this messy until the "imperialists" European nations bowed to the world's wishes and left. Yes, the people were taken advantage of but had a better life, many would say. Now, they are in complete control of some of the world's greatest resources. Self rule seems to be a bad answer for some folks. While the leaders rape, rob and pillage, the commoners murder each other. And the "civilized" world is asked to fund this nonsense. (Sorry, but civilized is the word that comes to mind) Just like "bailing out" big companies that fail, bailing out countries that fail is not proving to be successful. My father died of AIDS from a blood transfusion during surgery in the 80s. That was unfortunate and not preventable (at that time), plus, he was approaching 80 years of age. Today, AIDS is 100% preventable, according to what they tell us about it's transmission.

It is 98-99 % preventable in most countries based on the infrastructure. Please let's not forget that there are times that women (and men) get raped and get STDs and AIDS through no fault of their own.
However African countries (and other countries like Haiti) it is not that high in preventability because the infrastructure is SOOO horrible. From despots and corruptions to simple hygiene issues from scarcity of supplies to scarcity of education all leads to the spread of the disease. Then of course there is the fact that rape is quite high in many African countries. It is a mess. I don't have the correct answer as to how to make that society be more upwards in preventability, but education has to got to be one of the major weapons. Overall the problems are not just going to go away by pissing more money down the drain. I don't know if European nations control over Africa is the answer, it is just a mess, I mean Europe cant even control their own damn selves right now.
