Eurocrats is such a perfect name for the nameless, faceless and seemingly senseless bureaucrats who people the European Union. Now these geniuses have decided they can cut CO2 emissions by 60 percent by 2050 by outlawing internal combustion engine cars in all European cities.

Top of the EU’s list to cut climate change emissions is a target of “zero” for the number of petrol and diesel-driven cars and lorries in the EU’s future cities.
Siim Kallas, the EU transport commission, insisted that Brussels directives and new taxation of fuel would be used to force people out of their cars and onto “alternative” means of transport.
“That means no more conventionally fuelled cars in our city centres,” he said. “Action will follow, legislation, real action to change behaviour.”
The Association of British Drivers rejected the proposal to ban cars as economically disastrous and as a “crazy” restriction on mobility.
“I suggest that he goes and finds himself a space in the local mental asylum,” said Hugh Bladon, a spokesman for the BDA.
Too late, Hugh. He already works for the European Commission, which may not be a mental asylum, but is virtually indistinguishable from one.

How do people get away with making laws based upon things not proven to exist?

"Force" being the operative word here. For that matter, it's the operative word in these eurocrats lives.
But consider this, esteemed eurocrats: why stop with cities? We're talking about saving the world! And you want to put tin some half-ass policies? Not good enough.
Ban cars altogether.
Put onerous taxes on single family homes. Force everyone into little boxes stacked on top of each other around light rail stations. Or even better, just stack them on top of the places where people work, and the workers all have to live there.
Ban air-conditioning, refrigirators, computers, washers/dryers.
Ban MRI's and all those power-sucking machines in hospitals. All they do is keep people alive past their usefuless, continuing to use resources and exhale CO2.
This is a win-win proposition. The result will be either of two things:
either the muslim immigration will stop once Europe returns to the stone age, or
Sahria, once implemented, will not be significantly different.
But none of these Utopian rules would apply to the ruling class or people like Siim Kallas. The slogan of liberalism, "But not me of course."
Of course not. We, the benighted, must be forced to do good. The enlightened don't have to do the things they are forcing us to do. That's because they are doing thier share of good in another way - that being forcing us to do what they consider "good". See? That way, all are doing their "fair share".
I think that, if they are truly serious about "saving" the planet, they should not only implement all the above rules, they should "force" the rest of the world to obey. By military force, if necessary. That'll show us!
Military, re-education camps, whatever is necessary. Because it's all for the greater good.
