So these guys go out and completely ruin peoples' lives so they can fulfill a quota?
Anyone who was arrested, and especially if they actually served time, or so much as spent a minute in a holding cell (that would be "the Tombs" - the Manhattan city jail), should be able to sue these guys for absolutely every single thing they own that is worth more than a dime. Everything. Including the ties they are wearing. Take every single thing and throw them out on the street with a lien on every single cent they may earn for the rest of their lives, even if it's wiping windshields.
And I wouldn't lose one second of sleep over that.
Setting quotas, be it for narcotics arrests, speeding tickets, college admissions or job hiring/promotion inevitably leads to corruption. It's just a matter of how the corruption manifests itself: false arrests, phony tickets, phony college entrance qualifications, bribes. Many people engage in the corruption to further their own careers but, inevitably, the corruption erodes one's feeling of probity, self-respect and faith in the work you're doing.
I see a future union leader.
Maybe some day these cops will be proud family men and someone comes along and gives them a payback. Karma is a MOFO.
