Here would be my plan...
1. strategically position 100 to 200 gasoline tankers ready to move in when the storm subsides. Be able to dispense it directly from the tanker to the car tank.
2. stratigically position semi trailers loaded with blankets, clothes, food, medicine and especially water for God sakes. Dispense in the same way.
3. have the national guard standing by with aircraft ready to toss care packages out to those in need.
4. stay in Washington and do those things the people elected you for; let gaf-a-minute Biden go out to entertain.
It's really very simple.
OwlHunter, your plan would work superbly - IF the primary goal was to help people recover from the storm. But leftists don't think this way. To them their power is most important. So a tragedy like this is first viewed in terms of how they can best use it to reinforce their power and the power of their party. Efficiently dealing with the issue is a lesser concern. From the left's perspective Obama's response was spot on:
1. Make a speech and distribute images that show concern
2. Make sure the media promote this impression ad naseum
3. Ignore criticism of the government actions and/or demonize critics into silence
4. Let the bureaucrats attend to the details and go campaign
