I laughed at this at first but re-read the very last sentence; "There are still many cases in which the negative aspects of speech become a barrier to the peaceful resolution of conflicts,". We know speech is Free only if you agree with the neo-commies, scarey.
Obama's sock puppets are always saying "our problem is messaging" and we keep saying "No, we understand what you're saying perfectly, we just think you're WRONG!" The "negative aspects of speech" are not the problem, the fundamental disagreement between the two sides is the problem. Bargain-bin pop psychology thinks every problem can be negotiated away but history shows that view is naive.
That's the point. They think that if you don't agree with them, they just need to reword the message so you understand.
