They'll most likely mount these horns along the Texas/NM/Arizona border. The horns will sound when an INS shift change occurs, signaling the all clear.

Yeah but a tsunami affects the dollars gleaned from Turistas, so that is the priority. If a few hundred of your average Mexican citizens are killed or disappeared, the Mexican government could care less. Notice they only sit up and take notice when a big name politican is affected. Or a money making celebrity.
