Nothing to clarify. They wanted voter fraud to occur. If the president is in favor of the bond issue, maybe they could show how much they are in favor of it by giving up some of their salary. Fat chance that'll happen. They'll be shouting I've earned my salary.
The second paragraph is even more ominous: we know who you are, where you live, and whether you vote or not. She might has well have signed it "Big Brother".
Someone should mention they "know" where the school president lives and works, and what he drives, and who his family is...Do you suppose defcon 5 would be initiated and the local constabulary would be investigating this with every man available?

I don't know how you can misinterpret that. Seems to me publicly encouraging people to engage in voter fraud should be a crime, especially in a public official.
