Something don't sound right. He says he has the money and ability to rebuild, but there are no blueprints, and even HE says he wants to do more than just rebuild, he wants to improve and modernize. ("The way it was only newer and more modern.") What is THAT supposed to mean? Maybe the town IS up to shenanigans, for some reason, maybe there's something he isn't mentioning. Think I'll reserve judgment on this one.
It sounds like municipal overreach. When I got flooded from Hurricane Debbie in 2012 we submitted a hand drawn sheet of paper to the county to get permits to rebuild. The only hassle they gave us was that we had to get an elevation certification in order to get permits because the county required you to be one foot higher elevation than FEMA does, but then we don't own valuable, commercial, waterfront property that someone's brother in law wants.
A "village-owned market?" I don't like the sound of that at all.
And if the town keeps denying building permits, last I knew you didn't need blueprints to rebuild or do improvements.
It's New York, so it boils down to which side can afford the most bribe money for the judge - that's who will win the case.
