It would serve them much better to be outraged at ignorance of economic realities.
But why would they be outraged at that? They already know all the answers, Just ask them.
The government is setting the price. If I were Peugeot or any other brand in that market, I'd pull the plug. I'm certain that gouging the consumer was not included in the sales and service agreement was signed.
Some of the quotes are "funny" without them knowing why.

If the government gave every newborn one car for life, Earth’s problems would be solved. Raw materials and energy would be saved, and pollution vastly reduced by not making cars over and over mostly to sooth our alter egos (social issues solved), and we’d have full employment maintaining them. Same with stoves and refrigerators. Motorcycles excepted.

I beg to differ, I agree the Gov't is setting the prices, however what car company is NOT going to be aware that this would happen in Communist Cuba?

Can't say for sure but Peugeot, like any other brand, is not going to spend the money required to set up shop in Cuba only to not sell cars. There is also the embarrassment that will come from this publicity.
They will insist that the Cubans sell at or near MSRP or threaten to pull the sales agreement for poor sales performance, which gets them out of the stupid decision to be there in the first place.
There is also the remote possibility that Peugeot is betting that Cuba will finally reject communism and get a democratic government, which would put them ahead of the curve when a real auto market develops.
And go against their own country's policies?
