We can’t actually verify that he’s drunk, but it’s been reported that he began chanting ”Toga, toga, toga” immediately after his speech.
We’d guess that Baucus checked the bill and discovered that rehab is covered.

Where's the courage? It's called liquid courage and Max had plenty of it before this shameless example of being both drunk and stupid.
He is drunk. Although with a guy like Baucus, it is tough to tell, because he is so freaking stupid. But, in this case, he is most definitely hammered-vodka I would say. Glad he is at the top of the heap in writing this thing up in the Senate...that gives me hope that they missed most of everything when writing this debacle!
Obviously, the courage he's talking about is the liquid kind.
