“Unemployment’s still at 9.6%,” the President said. “Yes, but it’s not 12 or 13 or 15.”
On a similar note, millions of gallons of oil have poured out of the Gusher in the Gulf. Yes, but it’s not billions.
(By the way, Mr. President, the unemployment rate is 9.7%, not 9.6%.)

The scary thing is the unemployment figure is not the percentage of people not working, is is the percentage currently drawing unemployment benefits. So if you did not qualify for unemployment or your benefits have run out, you are assumed to have a job. I hate to think about the actual percentage of people who are willing to work and do not have a job.
These numbers expand upon what you are saying. See people need to understand the bolded part:
WASHINGTON (AP) -- A wave of census layoffs cut the nation's payrolls in June for the first time in six months, while private employers added a modest number of jobs. The unemployment rate fell to 9.5 percent, its lowest level in almost a year.
Employers cut 125,000 jobs last month, the most since October, the Labor Department said Friday. The loss was driven by the end of 225,000 temporary census jobs. Businesses added a net total of 83,000 workers, an improvement from May. But that's also below March and April totals.
The unemployment rate dropped to the lowest level since July 2009. But it fell because 652,000 people gave up on their job searches and left the labor force. People who are no longer looking for work aren't counted as unemployed.
The report indicates that businesses are still slow to hire amid a weak economic recovery. Analysts expected private payrolls to rise by about 110,000, according to Thomson Reuters.
The nation still has 7.9 million fewer private payroll jobs than it did when the recession began. It takes about 100,000 new jobs a month to keep up with population growth. The economy needs to create jobs at least twice that pace to quickly bring down the jobless rate.
All told, 14.6 million people were looking for work in June. Counting those who have given up their job searches and those who are working part time but would prefer full-time work, the underemployment rate edged down to 16.5 percent from 16.6 percent in May.

So someone steals $100 from me that I worked to earn, but I shouldn't be upset about it because at least he didn't steal $1000 from me... Yeah that... doesn't make sense. I will be mad because it is my money that got stolen regardless of the amount. That it could be worst mentality cannot work for everything.
Yes of course it COULD be worst but that shouldn't be the standard. The standard should be close to 0% unemployment and how to get close to that standard. Focusing on things that could be worse, while in the moment things are not improving is an idiotic and lazy thing to say.
The crowd looks so enthused...
was it really 8.5 when he was sworn in? i thought it was lower.
when will american businessmen....not wall street...but regular businessmen stand up to this guy?
6.9 in November 2008.
7.7 in January 2009
8.2 in February 2009
The rate went above 9 percent in May 2009 and not gone below 9 percent since then.
but mr. president, the unemployment rate was 8.5% when you took office. It was 7.5% when you were elected. Any more hope and change and we'll all be on the dole.
Have you ever noticed how depending on what demographic Obama is pandering to at the time, seems to influence the demographies of the people seated behind him at these events.
Wasn't the stimulus thingy supposed to hold the line at 8%? If there is justice in this world, it will be "curtains" for Obama in just a couple of years.
