Last year we bet on a trained chimp with a pair of dice to predict how many hurricanes we would see. The chimp almost beat the NOAA experts.
This year we’re putting our money on a pair of fifth grade kids.
Who would you bet on? A multi-billion dollar, taxpayer funded agency that cannot get things right more than 29% of the time or a couple of kids with a 50/50 chance of making the right prediction.

Commerce Secretary Gary Locke has proposed the creation of an NOAA Climate Service, an office of the National Oceanographic and Atmospheric Administration that would unify all the agency’s climate science and data.
Locke said the office would integrate the agency’s climate science and services and make them more accessible.
“By providing critical planning information that our businesses and our communities need, NOAA Climate Service will help tackle head-on the challenges of mitigating and adapting to climate change,” said Locke. “In the process, we’ll discover new technologies, build new businesses and create new jobs.”
The office would coordinate data collected by NOAA researchers throughout the world, including predictions about both short- and long-term global changes and information on how U.S. resources can best be used to adapt to climate change and produce renewable energy.
Unfortunately, very few reporters were able to attend Locke’s press conference because two feet of snow had not yet been cleared from the roads around Washington, DC.

For the 2009 summer, the average temperature of 71.7 degrees F was 0.4 degree F below the 20th Century average. The 2008 average summer temperature was 72.7 degrees F.
A recurring upper level trough held the June-August temperatures down in the central states, where Michigan experienced its fifth, Wisconsin, Minnesota, and South Dakota their seventh, Nebraska its eighth, and Iowa its ninth coolest summer. By contrast, Florida had its fourth warmest summer, while Washington and Texas experienced their eighth and ninth warmest, respectively.
The Michigan, Wisconsin, Iowa and Minnesota region experienced its sixth coolest summer on record. Only the Northwest averaged above normal temperatures.
The NOAA also reported:
There were more than 300 low temperature records (counting daily highs and lows) set across states in the Midwest during the last two days of August.
In conclusion, it might be a good idea if you went out and got yourself a nice, warm sweater before winter gets here.
