And when we say “stuff,” we’re not talking about their shoes and sox and Kobe Bryant jerseys. We’re talking about their junk. Their packages. Oh, what the hell, let’s not beat around the bush any more. We’re talking about their genitals.

The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex.

The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling – however, only the penis-washing study received money from the 2009 economic stimulus law. The washing portion of the study is set to end in 2011.

“NIH Announces the Availability of Recovery Act Funds for Competitive Revision Applications,” the grant abstract states. “We propose to evaluate the feasibility of a post-coital genital hygiene study among men unwilling to be circumcised in Orange Farm, South Africa.”

Before you rush to judgment, please remember that this program created or saved 1,000,000 jobs. Maybe more.

I guess when they said stimulus…………they weren’t talking about our economy….which really pisses me off that stimulus dollars are going to anything other than our effing economy. This is why the stimulus didn’t work-cause most of it went for stuff having ZERO to do with our economy! And frankly-the more savages who buy it from AIDS on the African continent, the less radical muslims they will import here, and the less welfare recipients they will import here-and ultimately, the less our government will spend on the AIDS crisis in Africa, while they stick it to our veterans(for example).

It’s never good to hope for the death of someone (that’s a Democrat trick), and especially from something as brutal as AIDS. It is one monstrously complicated situation over there. Not every person in Africa is a muslim — good Christians are suffering and dying every day over there. If you want the short answer, it won’t get better until the people there decide they deserve better and throw out their thugocracies. That takes people that think they have a tomorrow.

That is true. A lot of Christian women are being raped BECAUSE they are christians as witch doctors tell the men to do so thinking their blood will be cleansed that way. Some husbands do not tell their wives or girlfriend they have it or that they may have it (due to their behavior). So little girls to old women are living their lives with AIDs and those in child bearing situations end up having children with AIDS and the cycle continues. There is too much going on and it is not at all simplistic, pouring money willy nilly though is not a solution either as a lot of those funds ends up in the hands of corrupt officials anyway. Circumcision (sp?) can help a lot with the AIDS crisis and I guess this washing initiative is part of hygiene education that can lead to less spread of AIDS but unless the cultural and political spheres are actually fixed, this initiatives won’t yield much fruit. I don’t know what the solution is , the decisive solution, it takes someone that knows a lot and don’t know if that someone or if those people exist yet.

The real solution is monogamy. However, the flower children of the left think that’s unpalatable. You don’t get grant money for that, and people start whining about imposing your morals on other people. I can’t see what is wrong with telling people to behave themselves and they’ll live longer.

I can’t see how washing can eliminate the consequences of unprotected sex with multiple partners better than eliminating the unprotected sex with multiple partners. Reminds me of the perfect birth control joke.

A woman goes to the doctor, asking for a 100% effective birth control method. The doctor opens a box at his desk, and hands her an apple.

She goes:”An apple? Really? That’s all it takes? When should I eat it? Before, during, or after?”

Doctor says: “Instead.”

As to circumcision, the main practitioners of it in Africa are muslim, and I simply cannot believe that the hygiene that circumcision supposedly enhances prevents AIDS. If so, muslim men would not be at risk, and would be all up in everyone’s face about it. Also, given the prevalence of that procedure in the US (you have to fight to prevent it in most US hospitals), then by that stellar logic, there would be only AIDS amongst the uncircumcised in the US. Simply not true.

What these researchers are doing is conducting medical research where their test subjects are definitely risking life and limb, when a clear alternative is known but not considered. In the US, that is usually considered unethical, and in Germany in the 1940’s, Dr. Mengele was a key practitioner. This is something the left ascribes to corporations (a la “Constant Gardener”), but actually is the sole practitioner of in reality. Not a surprise coming from the left. It’s not considered barbaric when they do it.

Well it is true that just not having sex or having sex with one partner (long term or for life) is the best solution, the thing is that we cannot regulate people’s behaviors (or I guess we shouldn’t as it goes to freedoms and liberties… UNLESS of course we are talking about criminal acts). Raping and having unprotected sex with someone KNOWING that they have AIDS is a criminal act, however unfortunately the measure of punishment is doled out AFTER the fact and by then it is too late to do anything about prevention. So what I am saying is that we lack the ability to prevent those acts which are criminal and of course we cannot regulate non criminal acts. I think that there lies the dilemma. Govt aren’t (and shouldn’t be) all powerful to regulate non criminal behavior and Govts do not have the power to prevent criminal acts. What is the solution to that? Certainly not to give all power to government to choose for the individual what their behavior should be that can present a lot of problems that we will not like.

There is NOTHING wrong in TELLING people that monogamy or simply not having sex unless you are in a monogamous relationship. That is actually a good thing and it should be said. The problem lies is that a lot of people for whatever reason do not have the ability to self regulate even if their actions are not criminal in nature. This goes back to culture, upbringing and in some cases religion (like the witch doctor example I gave above). All that can be done is to just tell people what is the best action and the repercusions of taking an action that is not the best (as one understands it). Other than that, it is up to the individual to make the final choice, and unfortunately individual decisions do not remain with the individual it affects others, so I guess that is why these research and measures are in a way necessary, because it provides SOME alternatives once the individual decides not to do one of the TWO things that can truly prevent AIDS and other STDs: Abstain for sex or just have sex with one individual (long term or for life).

Yes. There is so much to deal with and SO MUCH to change especially when it comes to the human condition that I don’t think we will actually find a stop to this disease UNLESS an actual cure is found and yes it will be expensive no matter what.

With a cure to HIV/AIDS I can guarantee that there won’t be long until a new STD of even more massive catastrophic circumstances will begin.

On the serious side – one of the major sources of HIV infection is the re-use of unsterilized needles by under-funded clinics in poorer regions. Heard that on SRN news ( reputable source ) some months ago.

What about the “jobs created” part of the stimulus? Think of all the penis washing jobs that could be created. Does a person need teaching credentials to do this job? Would Barney even be qualified? Or could he by pass the educational requirements with “life experience” credits?

I jest on this because it is a bit strange the idea that washing uncut material will prevent AIDS. I believe in hygiene education of course when it comes to AIDS like needle use and other things (birthing, etc). If it works I guess go for it, but the idea of “teaching” this methodology is just ewww. Besides shouldn’t men know how to clean themselves down there anyway?

The idea of men being “taught” this just brings up a lot of questions and of course there are the gay jokes.
