UK: as a man’s body floats in three feet of water, 25 emergency workers stand and watch because they aren’t “trained” to go in water. If only he was behind on his taxes, somebody from the revenue office would have jumped in and at least saved his wallet. Get a load of how many people it takes to not rescue one man:
